Plan de Manejo del Delta del Tigre

El proyecto urbano que se desarrollará en la zona norte de la Provincia de Buenos Aires busca compatibilizar las actividades recreativas, productivas y deportivas con un ambiente frágil y único.

La Primera Sección del Delta del Paraná, en el Partido de Tigre, crece sin cesar. Por eso, el Municipio encargó un plan que regule su desarrollo. El proyecto incluye un complejo diagnóstico urbano ambiental, una serie de audiencias públicas y la discusión de leyes específicas. “Este territorio tienen una dinámica muy delicada que requiere de normas claras y de una mirada sostenida que contemple su evolución y el de la gente que vive en él. Por eso hablamos de plan de manejo y no de un código urbano”, explica la arquitecta Silvia Fajre, coordinadora general del Plan. Su estudio fue convocado por la Municipalidad de Tigre, a través de la Universidad Tecnológica Nacional (UTN), para elaborar el Plan de Manejo del Delta.

 

Hace dos años, un equipo de urbanistas, biólogos, ecologistas, sanitaristas, economistas y abogados comenzó a relevar los 220 km2 del Delta de Tigre. El diagnóstico fue preocupante: los tres ambientes naturales de las islas (praderas de herbáceas altas, bosques nativos y albardones) se encuentran en avanzada degradación. Los especialistas detectaron 10 ambientes modificados. Varios altamente agresivos, como forestación con especies exóticas invasivas; islas y playas artificiales; movimientos de tierra de hasta 8 metros de altura y viviendas construidas sobre los albardones que interrumpen los ciclos de inundación de las islas.

 

Además, determinaron un área de altísimo nivel de fragilidad. “Se trata del frente de avance de islas hacia el río de La Plata, la parte más nueva del Delta. Es un conjunto de islas que aparecieron hace menos de 120 años que deben ser prioritarias en el esquema de conservación”, explica Fajre.

 

“El Delta es uno de los pocos ecosistemas de agua dulce en el mundo. Protegerlo tiene una importancia estratégica, si pensamos el valor que tendrá el agua en el futuro y si vemos como España o México (que rellenaron sus deltas) están gastando fortunas en recuperarlos”, explica el arquitecto Alvaro Arrese, coordinador técnico del Plan. El sistema de cuencas se comporta con ciclos parecidos a las mareas oceánicas, lo que determina las inundaciones. “La visión predominante es que las inundaciones son malas, pero forman parte de un ciclo que no hay que interrumpir, porque sin ellas el Delta no se podría seguir reproduciendo. Todo eso sin olvidar que debe continuar siendo un territorio habitado”, asegura Fajre.

El estudio detectó 800 mil m2 de construcciones no declaradas y más de 16 mil parcelas fuera de norma. “La codificación indica que el Delta es zona rural, lo que determina que no debe haber parcelas menores a una hectárea. Subdividir más los terrenos generaría una densidad no compatible con la conservación”, explica Arrese. La mayoría de los terrenos de menos de 1 hectárea, muchos vacíos, están dentro de emprendimientos residenciales cerrados. El desafío de compatibilizar el uso residencial con el medio natural requiere un equilibrio entre tipologías, infraestructura, redes de transporte, usos del suelo y actividades productivas. Entre “las buenas prácticas” recomendadas por el plan está: usar materiales autóctonos (como la madera) respetar retiros de la costa y limitar las defensas reglamentando su tamaño y prohibiendo el hormigón.

La búsqueda de una tipología isleña debe mirar la tradición del propio Delta. “Está de moda copiar tipologías del continente, cuando las residencias tradicionales de las islas, con estructuras de madera montadas sobre pilotes, ha demostrado ser mucho más sabia”, asegura Fajre. Y rescatar los aciertos del pasado no significa vivir mal. “Hay una cantidad de soluciones que pueden representar un gran ahorro a futuro, como paneles solares y sistemas de deposición sanitaria sustentable”, agrega la arquitecta. Los especialistas también recomiendan el fomento la reforestación con especies no agresivas y el incentivo a actividades sustentables, como la cestería. “La política productiva es importante para cumplir otro objetivo del Plan de Manejo: detener la migración de los habitantes del Delta”, agrega Arrese. El Delta ocupa el 60% de la superficie del partido de Tigre y viene perdiendo población permanente año tras año. En cambio, los residentes de fin de semana aumentan.

 

 

Referencia de las tipologías de urbanizaciones dominantes

 

El fenómeno tiene que ver con la pérdida de actividades productivas, la falta de infraestructura para los que la necesitan y no la pueden pagar y una alta presión inmobiliaria que incluye proyectos a gran escala, frenados por una ordenanza cautelar sancionada el año pasado (ver Medida cautelar). “La idea no es interrumpir la explotación turística sino orientarla a actividades no invasivas, como el turismo ecológico y de interpretación”, dice Fajre. El Plan también busca minimizar el impacto de los deportes náuticos y la navegación. “Se han realizado dragados que comprometen el ecosistema”, explica Arrese. Otra premisa es reducir el uso de autos en las islas. La medida cautelar prohibió, entre otras cosas, el plan de un ferry. Una visión incompatible con la supervivencia de un ecosistema en peligro.

Medida cautelar

 

El diagnóstico ambiental y social realizado por el estudio Fajre & Asociados incluyó una serie de recomendaciones que dieron lugar a una ordenanza de protección cautelar sancionada en 2011. La disposición dividió a la Primera Sección del Delta en cinco zonas especificando normas de uso. Además, contiene reglas generales, como prohibir el movimiento de suelos y la construcción de lagunas y playas artificiales. Limita el uso de autos sólo para actividades productivas y de mantenimiento y desestima la construcción de puentes que no sean de uso peatonal y de interés vecinal.

ravel Adventure Tour by 4WD Vehicle visiting Argentina and Chile. For this year, I'm organizing a unique travel adventure trip down here in South America for only 3 other travellers apart form my self, the idea is staring out in Buenos Aires and travelling towards Chile, seeing the Pampas, the Andes Mountains crossing over to Santiago de Chile and then south to the Big Island of Chiloe, back across to Argentina, Via Esquel, Route 40, Ruta 40, seeing and travelling on trains, crossing lakes and bays, on paved and unpaved roads, hunting antique tractors, visiting lighthouses and museum, buying art and antiques and sleeping in small towns and villages some times in top notch boutique hotels other time in down and out places Eating and tasting local foods and drinks, as well as wines the idea is to have a total adventure in places I have already travelled to and others that Im not familiar with. All this for an adventure that could well turn out to be a drive of a life time, we would be travelling in a 4 wheel drive vehicle, 4WD this is a good on and off road vehicle.. so far the idea is still being worked on, so its subject to some change, all I wanted to check out is if there are any possible candidates who would be willing to accompany me at the same time we would be documenting the trip for deferent purposes but I haven't worked out any cost for the trip, yet. Anyway, we will also be searching for art & antiques, from small villages to big cities, like Rosario, Santa Fe, Cordoba and Mendoza as well as Santiago de Chile ...... ........But all other expenses; from trip down, to Buenos Aires and back home, from food lodging here and on the road and all person expenses all the way to medical costs if any, all , and each expense for each person, apart, are to be paid by each of the individuals doing the trip, and you can do this threw your local travel agent or any way you feel fit in doing it. There are some risks involved so its best only to do trip if you are in good health and to let me know of anything before hand .. ....... .. Some information on myself, Lonely Planet has me listed as a friendly and bohemian art dealer guide on page 49 of its latest edition of Lonely Planet Guide for the city of Buenos Aires. This guide was written by Sandra Bao, and is just out, by the way, a great in view to our City. I'm also known on Internet online magazines and forums where I publish my insiders articles and inputs for travellers & dealers on art to antiques dealers, just Google my name! Or Yahoo it! Im a qualified eBay seller with great feedback! And I have been on line on eBay since 1998. That goes back a long way for Internet users.
